Second Chance Center (SCC) began with humble beginnings and a powerful vision. In 2012, our founder, Hassan Latif—who spent over 17 years incarcerated—set out to create a space where men and women returning home from incarceration could find the support they needed to rebuild their lives. What started as a grassroots effort quickly evolved into a trusted, community-based organization dedicated to transforming the re-entry experience.
For more than a decade, Hassan led SCC with purpose and heart, helping to shape a new narrative—one where lived experience is valued, dignity is restored, and successful reintegration is possible. In 2021, Hassan passed the torch to his longtime mentor and friend, Khalil Halim, a founding board member and experienced leader equally committed to the mission. Hassan retired in 2024 to pursue new endeavors, leaving behind a legacy of empowerment and possibility.
Today, under Khalil’s leadership, SCC continues to grow and innovate. We provide a holistic array of re-entry services that address the complex needs of justice-involved individuals. From permanent supportive and transitional housing to care management, mentoring, behavioral health, substance misuse recovery, and career pathways programming, our approach is comprehensive, trauma-informed, and client-centered.
At SCC, we believe that everyone deserves a second chance—and we walk alongside our client partners as they work to build stable, independent lives. Our programs are designed to meet individuals where they are and help them overcome barriers such as trauma, addiction, and systemic exclusion. The results: lives transformed, families reunified, and communities made stronger and safer.
